kimchiAllowedPermissionModes

The Kimchi harness permission modes users may run, one toggle per mode
(e.g. default + auto enabled, plan/yolo disabled). An unset message
means inherit from the broader scope; when no scope sets it, all modes
are allowed.

Prompt guardrails master switch for this scope; per-guard configuration
can never exceed the resolved value. Full scope parity with every other
settings field: team overrides organization, an API-key row overrides
both, and a write with UNSPECIFIED clears a team's value (inherit) while
leaving an organization's value unchanged. The console writes only
OFF/ENFORCE (shadow is ops-only for now). Prefixed "prompt_" so future
guard types (e.g. a streaming guard) get their own parallel field.
